How do you balance branch autonomy with head-office control?
Through scoped permissions. Branches have FULL autonomy for daily operations within their configured caps and approval chain. Head office has FULL visibility (real-time dashboards, audit log, exports) but doesn't have to insert itself into every approval. Both sides see what they need; neither blocks the other.
Can a head-office user override a branch decision?
Yes — super admin can revoke approvals, restore deleted vouchers, or reassign queues. Every override action is itself logged in the audit trail with reason captured.
Do branches see each other's data?
By default, no — each branch is isolated. Optional 'peer visibility' modes can be configured for specific use cases (e.g., regional managers seeing all branches in their region).
Can we add a branch later without disrupting existing ones?
